Harbor Roofing and Contracting, Inc. was founded in February 2014 as as commercial roofing and waterproofing company in the commercial exterior building services space. HRC as we call it, is based in Crofton, Maryland and employs over ninety employees serving all customers throughout the Mid-Atlantic region.
Harbor Roofing and Waterproofing, Inc. was founded in October 2019 to perform commercial roofing, waterproofing, and other construction services serving the District of Columbia and its residents. HRW, as we call it for short, is a District of Columbia Certified Business Enterprise, certified in October of 2020. HRW has established a registered apprenticeship program, and endeavors to employ as many District of Columbia residents as possible, including returning returning home citizens. The two companies that comprise Harbor are founded by Doug Portner, a family man, an avid outdoorsman, and a 30-year commercial roofing businessman and entrepreneur. Through these past years, Harbor has emerged as the premier customer-oriented roofing and waterproofing company in Washington, D.C., Maryland, and Northern Virginia.
We serve the Washington, D.C.-Baltimore corridor, but perform work all throughout Washington, D.C., Maryland, Virginia, West Virginia, Pennsylvania, and Delaware.

Today Harbor serves customers who construct, operate, and/or manage multiple large-scale portfolios in the Mid-Atlantic Region, as well as Pennsylvania and New Jersey, West Virginia, and Delaware. As a partner to our customers we focus on delivering peace-of-mind and protection for the building components we install, replace, and repair, including roofing, green roofing, waterproofing, weatherproofing, and air barriers.
